9:00 AM - Senate Judiciary Committee Meeting (Carson City/Las Vegas) · S.B. 45 Expands the type of information an individual must provide on application to have court records sealed, requires the applicant to submit an application to the Central Repository for Nevada Records of Criminal History and all agencies of criminal justice which maintain the record; and requires, with certain exceptions, the Central Repository and all agencies of criminal justice which maintain the record to remove the record without a court order upon receipt of a complete written application and verification of the information contained in the application. · S.B. 131 Includes accounts on electronic mail, social networking, messaging and other web-based services that personal representatives of a decedent's estate may control. · S.B. 141 Requires a criminal justice agency to disseminate a record of criminal history to the Nevada Court Appointed Special Advocates Association and any of its local court appointed special advocates programs, as needed to ensure the safety of a child for whom a special advocate has been appointed. |
9:00 AM - Assembly Committee on Judiciary Meeting (Carson City/Las Vegas) · A.B. 182 Allows an owner of a storage facility to charge a reasonable fee for late rental payments; changes provision that storage facility owner evict someone thought to be living in a storage facility and report same to police for eviction instead; changes provisions from which storage facility owner may assume lien on personal property in lieu of unpaid rent from 14 days to 5 days. · A.B. 192 Repeals the expiration date of July 1, 2013 for which each county clerk is allowed to charge $5 for filing and recording a bond of a notary public. |
9:00 AM - Senate Committee on Transportation Meeting (Carson City) · S.B. 210 Requires an employee who drives a motor vehicle for a passenger carrier or taxicab service to obtain a driver’s permit from the Nevada Transportation Authority, allows Authority to charge a fee of up to $50 for said permit, and allows Authority to deny permit renewals if employee is out of compliance with court-ordered child support payments. · S.B. 12 Requires motor carriers and applicants who operate as motor carriers to submit to the Nevada Transportation Authority a complete set of fingerprints and written permission authorizing the Authority to forward the fingerprints to the Central Repository for Nevada Records of Criminal History for submission to the Federal Bureau of Investigation for its report. · S.B. 13 Authorizes the Department of Motor Vehicles to suspend the registration of a motor vehicle if the check or other method of payment for the registration fee is returned to the Department or otherwise dishonored. · S.B. 14 Limits the circumstances in which the Department of Transportation may restrict the use of, or close, a highway by making it applicable only to a highway or a portion of a highway which is designated as a scenic route; and authorizes the Director to reduce the maximum weight limit of vehicles on a highway or bridge without regard to the considerations and approval required under existing law if Director considers that restriction of use necessary for the protection of the public. · S.B. 43 Expands the circumstances under which the driver of an authorized emergency vehicle is granted certain privileges relating to traffic laws; expanding the circumstances under which police officers in this State may establish temporary roadblock. |

11:00 AM - Assembly Floor Session (Carson City) · A.J.R.1 – Second Reading: Expresses the support of the Nevada Legislature for the designation of the Upper Las Vegas Wash as a national monument. · A.B.12--Do pass (CL) Removes the requirement that an employee notify his or her employer before filing certain complaints with the Division of Industrial Relations of the Department of Business and Industry. · A.B.23—Do pass (CL) Expands the definition of “provider of services” relating to the sale, installation and occupancy of manufactured homes to include any person who performs work pertinent to the sale, installation and occupancy of a manufactured home, regardless of whether the manufactured home is new or used. · A.B.57—Do pass (GA) Requires the Administrator of the Nevada Equal Rights Commission to prepare and submit the biennial report of the activities of the Commission. · A.B.72--Do pass (CL) Adds a veterinary technician to the Nevada State Board of Veterinary Medical Examiners, increasing the membership of the Board from seven members to eight members and changing the quorum number from four to five. · A.B.83--Do pass (CL) Limits same-day funding of escrow accounts to deposits made by certified check drawn from a financial institution authorized to do business in Nevada. · A.B.89--Do pass (JUD) Authorizes and provides for the governance of a new type of business entity known as a benefit corporation, defined as having a material positive impact on society and the environment. · A.B.115--Do pass (JUD) Extends orders of domestic violence protection to family pets and animals. · A.B.127—Do pass (JUD) Authorizes the Nevada Gaming Commission to adopt a seal identifying certain licensees of interactive gaming and prohibits the unauthorized use of same. |
1:30 PM - Assembly Committee on Commerce and Labor Meeting (Carson City/Las Vegas) · A.B. 199 Brings the Colorado River Commission of Nevada’s ability to sell electricity and provide transmission service and distribution service to certain new customers compliant with the U.S. Hoover Power Allocation Act of 2011. · A.B. 173 Prohibits the Public Utilities Commission of Nevada from requiring its residential customers to purchase electric service at a rate which is based on the time during which the electricity is used. · S.B. 15 Allows certain public utilities to request a waiver from submitting a resource plan to the Public Utilities Commission of Nevada and requires them to submit proof that they will not incur certain costs associated with an increase in demand for its services with waiver request. |
1:30 PM - Assembly Committee on Health and Human Services Meeting (Carson City/Las Vegas) · A.B. 144 Prohibits a parent from revoking or amending an anatomical gift authorized by their unemancipated minor if the minor (donor) is at least 16 years of age and holds a valid driver’s license at the time of his or her death. · A.B. 147 Requires a mammography summary report to state that the patient may benefit from supplementary screening tests if the patient is categorized as having heterogeneously dense breasts or extremely dense breasts; and authorizes the Health Division of the Department of Health and Human Services to impose an administrative fine for failure to provide such notice. |

1:30 PM - Senate Committee Meeting on Commerce, Labor and Energy (Carson City/Las Vegas) · S.B. 208 Revises the definition of “police officer” to include court bailiffs and deputy marshals in district courts and justice courts, making them eligible for (1) industrial insurance coverage; (2) exemption from service as grand or trial jurors; (3) compensation for police officers with temporary disabilities; and (4) certain programs of group insurance or other medical or hospital service for the surviving spouse or any child of police officers and firefighters, all provisions applicable under the Nevada Occupational Diseases Act. · S.B. 219 Requires medical licensing boards to report to the appropriate law enforcement agency any substantiated information that someone is practicing medicine without the required licensure; and requires medical licensing boards to produce information with law enforcement investigations into same. · S.B. 220 Authorizes a member or any agent of the various medical licensing boards to enter any premises in this State where a person is engaging in acts where licensure is required to determine whether the person holds the appropriate license to practice; provides that a person who engages in the unlicensed practice of certain professions to be guilty of a category D felony; and provides for the forfeiture of all personal property used to engage in the unlicensed practice of certain professions. |
